In Victoria, cleaning, repointing and repainting an existing roof is usually maintenance and normally does not need a building permit. The practical split for a homeowner is simple. Cleaning, pointing and painting an existing roof is usually maintenance. Replacing the roof covering with a different material or changing the load on the roof is building work that needs permit advice. Altering gutters, roof flashings, downpipes, valleys or roof drainage is roof plumbing work, even when it is sold as part of a restoration package.
That is why a quote should separate cleaning, painting, tile restoration, metal roof restoration and gutter replacement. The legal and trade obligations are not identical across those items.
Geelong and Surf Coast triggers that catch people
City of Greater Geelong says building permits are required for almost all new buildings, alterations, demolition and changes of use, and a permit must be obtained before work starts. Coastal exposure is not a separate permit category by itself, but it affects specification.
